Mrs. Beth Lowe graduated from Southern Illinois University, Carbondale, IL in 1971 with a B.S. degree in Business Education. She served as President of a natural gas utility for twelve years. She now serves as President of Lowe Precast, Inc. Beth is an active member of Daughters of the American Revolution, Eastern Star, Precast/Prestressed Concrete Institute, Precast Concrete Manufactures' Association (PCMA) & the First United Methodist Church. |
Charles R. LoweSr. Vice President |
Mr. Lowe graduated from Southern Illinois University in 1971 with a BS degree in Management. He passed his Certified Public Accountant Certification in 1973 and worked for Touche Ross, C.P.A. firm in St. Louis for five years. Charles served as Vice-President of the 300th largest natural gas distribution company for twenty one years. The company is now the part of ATMOS Energy, the largest natural gas local distribution company in the USA. Charles now serves as the Sr. Vice President of Lowe Precast, Inc. He is active in Precast/Prestressed Concrete Institute serving as a three term member of the Board of Directors, Past Chairman of the Productivity Committee, Vice-Chairman of the BIM committee and member of the Architectural Committee, Parking Garage committee and Total Precast Committee. Charles is also on the board of Precast Concrete Manufacturers' Association (PCMA). He is a member of the AGC, ACI, the Society of Advancement of Management, American Institute of Certified Public Accountants, the Lions Club, Illinois CPA Society, and the First United Methodist Church. |

Richard (Rick) Baldwin graduated from Allen Military Academy, Bryan, Texas in 1967, received his BS degree from Sam Houston State University in Law Enforcement and Police Administration in 1974, and received his Doctor of Jurisprudence from South Texas College of Law in 1981. Mr. Baldwin served as a Captain in the U.S. Army during Viet Nam with a specialty in chemical, biological, and nuclear weapons. Mr. Baldwin is a qualified OSHA instructor, multi-lines insurance claims adjuster, accident reconstructionist, construction project manager, and an instrument rated commercial pilot. Mr. Baldwin is an experienced trial attorney in corporate law, personal injury defense, contract, and employment law litigation. Mr. Baldwin has served as in-house counsel for corporations in the construction industry (heavy highway, petrol-chemical plant construction, and precast structures) for more than thirty years. As a project manager, Mr. Baldwin works with architects, owners, and contractors to ensure the orderly and timely execution of construction contractual obligations. |
